“Better care closer to home: Enhancing primary and community care” Joint Transnational Call for proposals is NOW OPEN!

The Transforming Health and Care Systems (THCS) Partnership is a multilateral strategic initiative under Horizon Europe, aimed at fostering the transition towards more sustainable, efficient, resilient, inclusive, innovative and high-quality people-centred health and care systems equally accessible to all.

Xjenza Malta together with other Research Funding Organisations from 20 countries, has launched the 3rd Joint Transnational Call to financially support R&I projects. Entities based in Malta are eligible to apply for up to € 500,000 in funding, enabling them to join a consortium and submit a proposal for this Call (N.B. if multiple national partners are included in a single consortium, the total funding for all Maltese participants combined cannot exceed the €500,000 cap).

This Call for proposals, entitled “Better care closer to home: Enhancing primary and community care”, aims to strengthen primary and community health and care systems and to provide policymakers and decision-makers with the necessary knowledge and tools to govern the transitions needed in the primary and community care sector.

Proposals are expected to address one of two sub-topics:

  • Sub-topic 1: Strengthening the primary and community health and care system – This involves reducing reliance on institutionalized treatment in favour of seamless care pathways and different forms of primary and community care through organizational innovations, operational improvements, and innovative models of service delivery.
  • Sub-topic 2: Systemic approaches to modernizing the primary and community care sector – This involves providing evidence-based knowledge to support policy development and strategic planning for the modernization of the primary and community care sector, leveraging multidisciplinary and transnational perspectives.

To apply, the below need to be submitted by the pre-proposal deadline:

  • The project coordinator needs to submit the project pre-proposal on the THCS Electronic Submission Tool by the 30th of January 2025 at 14:00 CET.
  • Each National applicant shall be required to submit a National Application Form to xjenzamalta@gov.mt by the 30th of January 2025 at 23:59 CET.

Xjenza Malta is providing additional financial support to Malta-based entities collaborating with the Italian National Research Council (CNR) for access to ship time aboard the Research Vessel Gaia Blu.

The R/V Gaia Blu offers a platform for conducting advanced marine research, varying from oceanographic surveys, environmental monitoring, long-term data collection, and educational or outreach-focused cruises. Researchers can propose a variety of projects on several research fields as is highlighted in the CNR Application Form. This ship time opportunity enables multidisciplinary studies that contribute to a deeper understanding of the Mediterranean’s marine environment, supporting a wide range of scientific and environmental goals. The deadline to submit proposals to CNR by the Principal Investigator is November 30, 2024, and selected projects will be able to conduct their research activities in the Mediterranean Sea between March and December 2025.

To participate, projects need to include a Principal Investigator (PI) or Co-Principal Investigator (Co-PI) from CNR, however further collaborations with Italian and international researchers is encouraged. Researchers with a project idea are encouraged to contact previous collaborators or reach out to potential new partners who may be interested in this call. For those seeking assistance in identifying a suitable CNR collaborator, Xjenza Malta can facilitate by sharing relevant information with CNR. To request this support, please complete the attached expression of interest form and submit it to francesca.grillo@gov.mt.

Xjenza Malta’s additional funding is aimed to facilitate the active participation of Malta-based researchers in this international collaboration. Up to €6,000 per researcher is available to cover travel and other operating expenses that are not funded by CNR, within the scope of the Malta-based researchers’ involvement. To access these funds, Malta-based entities are requested to send to Xjenza Malta the attached national application form for financial assistance from Xjenza Malta, together with a copy of the submitted application form to CNR by the Principal Investigator. Malta-based entities collaborating with CNR must submit the attached application form to Xjenza Malta by 4th December 2024, 23:59 CET at international.xjenzamalta@gov.mt.

Xjenza Malta is receiving proposals under the Technology Development Programme (TDP).

The Technology Development Programme is a national funding programme which enables the drastic improvement of a product or service via extensive collaboration in consortia composed of public entities and industry players. 

TDP provides financial support up to €500,000 for research, development, and innovation, within the SMART Specialisation Areas:

  • Aviation and Aerospace
  • Future Digital Technology
  • Health and Wellbeing
  • Marine and Maritime Technology
  • Smart Manufacturing
  • Sustainable Use of Resources

To apply for this funding programme, the technology must be at Technology Readiness level (TRL) 4 and must increase to TRL 7 by the end of the project. The Technology Development Programme cover a time span between 24 to 36 months, and it builds on the outcome of the two stages feasibility study (the Commercialisation Voucher Programme or CVP) conducted within the project:

  • Intellectual Property Check (identification of novel elements of the technology)
  • Commercial Viability Test (assessment on market research and economic impact)

Projects in which the CVP is required can receive an additional funding up to €14,000 and perform CVP activities prior to the start of the TDP project.

All projects are evaluated by a selection board set up by Xjenza Malta on the basis of evaluation criteria outlined in call text. The Technology Extension Support Programme (TESP) is a funding programme targeted at the private sector to provide financial support for incremental product or process improvement through the collaboration with higher education institutions (HEIs).

The aims of this programme are to:

  • Foster private entity-higher education institutes partnerships in a low-risk environment.
  • Expose private companies to R&I related activities and bridge the gap towards more intensive initiatives.
  • Involve more the Higher Education Institutes in the industry, leading to novel ideas which could be developed.
  • Increase economic output by supporting industrial activities.
  • Bridge the gap between academia and industry.

Local Maltese entities are eligible for funding up to a maximum grant amount of €100,000. It is to be noted that since an aim of this programme is collaboration, the HEI in collaboration with the private entity will receive a minimum of 40% and maximum of 50% of the grant amount.

The EIT HEI Initiative Call for Proposals 2024 has a strong focus on enhancing the quality and competitiveness of European higher education.  It will improve research and technology transfer from higher education and support business creation through strengthening collaboration between HEIs and business partners across Europe.

This call aims to fund up to 42 projects, with each selected project having a total duration of 25 months and an overall budget of EUR 1.34 million. The funding will be distributed across two phases:

  • Phase 1 (1 April to 31 December 2025): Up to EUR 540,000
  • Phase 2 (1 January 2026 to 30 April 2027): Up to EUR 800,000*

*Phase 2 funding is subject to the successful completion of Phase 1 activities and the EIT’s approval of the 2026-2027 Grant Agreement.

The call will incorporate a two-strand approach, where applicants will need to select one of the following strands to apply to:

  • Strand A: Innovation and entrepreneurship capacity building at higher education institutions (HEIs).
  • Strand B: Innovation and entrepreneurship capacity building at HEIs for the enhancement of Deep Tech.

Xjenza Malta is receiving proposals under the Research Networking Scheme (RNS). The Scheme consists of two components, the Networking Scheme and the Open Access Journal Support. Applicants are to fill in the appropriate sections of the form; they may select one of the components or both:

RNS Components

Networking Scheme: opportunities for collaborative initiatives (i.e., conferences, strategic academic visits, etc.) between Maltese entities and at least one foreign entity of proven track record of excellence. Proposals should describe the nature of the joint activities that would be funded through the Award. Applicants are to demonstrate how the proposed activities contribute towards and align with achieving the goals of the National R&I Strategy, and to describe the potential of any activities to become self-sustaining or generate longer-term outcomes. The amount of the Award under the Networking Scheme is up to €8000

Open Access Journal Support: this opportunity will support researchers who have already benefited from Xjenza Malta research grants to publish their research on a peer reviewed open access journal. The amount of the Award under the Open Access Journal Support is up to €4000

The call for proposals under the European Maritime, Fisheries and Aquaculture Fund (EMFAF) supporting Smart Specialisation and Innovation in the EU sustainable blue economy has been published!

The call covers two separate topics, one being dedicated to Smart Specialisation. The objective of the call is to animate and underpin the S3 Thematic Platform for Sustainable Blue Economy with strategic interregional partnerships that develop and implement innovative solutions addressing key priorities in the EU sustainable blue economy (i.e. decarbonisation of the blue economy sectors, energy transition, sustainable fisheries and aquaculture, circular blue economy, new forms of aquaculture, including algae, coastal resilience, marine litter prevention, sustainable food systems, and green coastal and maritime tourism).

Are you a Social Economy SME or a startup in the energy intensive industries or operating in the value chains in the energy-intensive industry ecosystem? Are you trying to achieve your green or digital transition, or to adapt to the Carbon Border Adjustment Mechanism (CBAM) legislation?  

A grant of up to 8,000 EUR is available through the SEE BRIDGE project to implement your plans! 

WHO CAN APPLY? 

Social Economy SMEs (including startups) operating in the energy intensive industries or in sectors that are part of upstream or downstream value chains in the energy-intensive industry ecosystem, such as chemicals, steel & aluminium, paper, plastics, mining, extraction and quarrying, refineries, cement, wood, rubber, non-ferrous metals, glass and ceramics, construction, waste management,  digital and tech, transportation, etc. 

Eligible applicants must be based in: 

  • EU Member States 
  • Countries which are part of the European Economic Area (EEA): Iceland, Norway, and Liechtenstein.   
  • EU Associated countries: Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia, Türkiye.  

For a SME or startup to be considered a Social Economy SME/startup, it has to share the main common principles and features:   

  • primacy of people as well as social and/or environmental purpose over profit 
  • reinvestment of most of the profits and surpluses to carry out activities in the interest of members/users (“collective interest”) or society at large (“general interest”)  
  • democratic and/ or participatory governance. 

ACTIVITIES THAT CAN BE FUNDED 

The following activities are eligible to receive funding under the SEE BRIDGE Open Call. You can choose one or more of these activities, within the funding limit (i.e. between 4,000 and 8,000 EUR). 
 
  • Business support services 
  • Consulting services for certification or labelling assets, including Intellectual Property rights 
  • Events attendance on CBAM, digital and green transition topics 
  • In-company training(s) on CBAM, and digital and green transition topics 

If your proposal is successful, you will receive the requested financial contribution in the form of a lump sum to implement the eligible activities that you have selected in your application.

Joint Transnational Call 2024 The Clean Energy Transition Partnership

The Clean Energy Transition Partnership (CETPartnership) is a multilateral and strategic Horizon Europe partnership with the aim of empowering the energy transition and contributing to the EU’s goal of becoming the first climate-neutral continent by 2050.

The 2024 CETPartnership Joint Call is a 2-stage call structured around the following Call Modules. The call modules describe specific topics and/or challenges that applicants shall address in their project proposal. Applicants must choose and apply under a specific call module when submitting their project proposal. Evaluation and ranking of the project proposals will be performed separately per call module.

Call Module Descriptions

Entities in Malta are eligible for funding in all call modules, with the option of requesting up to €500,000 to participate in CETPartnership proposal consortia. It is to be noted that if more than one national partner is present in one consortium, the total amount of funding for the participating national partners cannot exceed the €500,000 cap.
